The Greenwood County Commissioners held a short business meeting on Monday, Sept. 28, during which they held three executive sessions, signed letters of recommendation for the City of Eureka, discussed the pay scale, and approved routine business items.
The commission held a 15-minute executive session with County Counselor Paul Dean for legal consultation regarding personnel. The session was followed by a five-minute executive session for personnel matters – performance review with Dean and EMS Director Brian Mongeau. The last session was also five minutes with Dean for legal consultation. No action was taken following any of the sessions.
Later in the meeting, the commission asked Director Mongeau to come to the podium, where the commission approved a motion directing Mongeau to draft a plan in 30 days regarding overtime reduction, volunteer (part-time staff) and better staffing for the facility. Mongeau noted that the EMS Department has had a fulltime vacancy since February and that two part-time employees were approved at a recent meeting.

Mongeau believes he has an individual who would like to move to the fulltime position; however, he is currently working to see which crew would be the best fit.
Emergency Manager Levi Vinson revisited the pay-scale discussion. He noted that he has received questions about when it will be applied. After a brief discussion, the commission approved implementing the pay scale in January, to allow department heads to review tiers and longevity levels for all staff members.
Karen Simon, with the City of Eureka, asked the commission to sign letters of recommendation regarding two grants the city is working on. The first is regarding a matching grant to revitalize downtown and the second is a no-match grant to paint a mural on the building north of Sonic on Main Street. She also asked the commission if they would be interested in the city applying for a grant to paint a mural on the courthouse. The commission noted they would entertain the idea but the decision would be up to the county commission at the time the grant was applied/received.
The commission reviewed additional bids for mowers, as presented by Noxious Weed Director Debi Selfridge. No decisions were made.
Mark Remmert, candidate for Kansas House of Representatives District 13, introduced himself to the commission.
The work session between the commissioners and the department heads to review Section 20 was tabled until Monday, Oct. 5.
The commission reviewed the weekly treasurer’s report.
The commission approved the Sept. 21 meeting minutes as presented; along with special payables, totaling $1,603.11; regular payables, totaling $177,639.71; and regular payroll, totaling $161,894.08.
The next Greenwood County Commission meeting will be held at 9 a.m. on Monday, Oct. 5, in the Greenwood County Courthouse commission meeting room.
