The Madison City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the July 20 meeting, which were approved at a recent meeting.
The Madison City Council opened their regular meeting on July 20 with the approval of the agenda, July 6 meeting minutes and Accounts Payable.
During Open Forum, the council discussed the tunnel project. It was noted that work that is currently complete is just Phase 1. It was noted that Phase 2 will be let in July 2027 and Phase 3 will be let in 2028.
Clerk Alice Grimm presented the council with the estimates of preliminary engineering fees for the next phase of the CCLIP project. Grimm noted it was for project 03 KA-7617-01 Phase 1 for design added to the project K-58 1st St to the east city limits and Santa Fe St. realignment. It was noted that there would be a bridge to go across to the park.
The council tabled a quote from Advantage Software for upgrading the billing system until Mayor Paul Dean is in attendance.
Clerk Grimm presented the council with pictures of a structure being built at 219 W. Elm without a building permit. The council asked Grimm to call the individuals and inform them they need a permit and the council needs to know what the base of the floor is. It was also noted that the individuals need to halt construction until the council is advised of what is being built.
The council approved the contract with Southern Star. It was noted the company will be doing gas line repairs and are needing a staging spot on W. Lincoln St. The council also approved a bid from Mayer for the lining of the main line in the amount of $3,500.
Discussion was held regarding the generator, a walk through with KDOT to address issues that need fixed, fixing the fishing dock, tree trimming and sewer line engineering with Schwab Eaton.
The council noted that 2nd Street needs to be closed and KDOT informed the city that it’s the city’s responsibility and a resolution would need to be approved to close the street. It was also noted that the city would need to inform emergency services of the road being closed. The council decided to put up a Road Closed sign due to safety concerns.
Concerns were brought to the council regarding kids on golf carts. The council would like to remind citizens that persons are required to be 16 years old with a valid driver’s license to operate a golf cart. It was also noted that golf carts are required to be registered with the city if they are to be operated on city streets.
The council held a 5-minute executive session for financial affairs. After returning to open meeting, no decisions were made.
The next meeting of the Madison City Council will be held on Aug. 17.
