The Madison City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the June 15 meeting, which were approved at a recent meeting.
The Madison City Council held their regular meeting on June 15. The agenda, June 1 regular meeting minutes and special meeting minutes were approved.
After questions regarding payments to Taylor Cordell and Republic Services were addressed, the council approved the Accounts Payable.
During Open Forum, a quote from Shull Roofing in the amount of $32,000 was received for the fire barn roof. After noting that a 10% discount would be offered if the work could wait until winter, Mayor Paul Dean suggested sending the bid to the Fire Department to see if the work could wait.
Discussion was held regarding the owner at 601 Sherman Street drilling a well and installing a septic tank to start a business at the property. It was noted that the owner needs to draw up plans and obtain a building permit for the sewer.
Clerk Alice Grimm presented the council with daily log sheets and a new water meter pricing list. The new pricing is $86.25 per meter. It was noted that a list needs to be created of old meters that need replaced.
The council approved the estimated hours for 037KA-7617-01.
The council discussed a landowner’s retaining wall that was moved by a neighbor. Permission was given by the council for the landowner to put the retaining wall back up. It was noted by the council that this is landowner dispute.
A pre-violation letter for 414 Cherry St. was presented to the council. Clerk Grimm also presented sealed bids for demolition at 419 N. 6th Street. The bid from Knobloch Excavating in the amount of $6,000 included taking debris to the Greenwood County landfill, hauling in dirt and re-grading the lot. Leiser Excavating submitted a bid for $4,950 for demolition and hauling debris to the landfill, with landfill fees being added to the cost. The council approved the bid from Leiser Construction for $4,950.
In Old Business, the Barnard addition was discussed. Mayor Dean noted the property is not in the city limits, however they are looking to make the property into a Special Benefit District. Repairs were addressed and paperwork will be prepared for the next meeting. The council noted that the majority of the property owners will need to sign off on it and it will have to be presented to the Greenwood County Commission before moving forward.
The council held three executive sessions for a total of 20 minutes for Non-elected Personnel to include Nathan Drake. No decisions were made after returning to open session.
The council held two executive sessions for a total of 30 minutes for Non-elected Personnel to include James Paugh. No decisions were made after returning to open meeting.
The council held two more executive sessions for Non-elected Personnel for a total of 15 minutes. After returning to open meeting, no decisions were made. (No justification was given for any of the Executive Sessions which is a violation of the Kansas Open Meetings Act, which could result in a fine of up to $500 per commissioner per Executive Session violation.)
The meeting was adjourned. The next meeting of the Madison City Council will be held on July 20 at 7 p.m.
