The Hamilton City Council meets on the second Tuesday of each month. The following report was generated from the unofficial minutes, which are subject to board approval.
The Hamilton City Council addressed several community issues during its May 12 meeting, including proposed livestock regulations, utility service requirements, infrastructure improvements, and the hiring of a new Code Enforcement Officer.
The council approved the bills and the amended minutes.
Resident Brandon Schmale informed the council of his plans to purchase the former gas station property at 22 E. Main Street. Schmale intends to open a car-detailing business and small retail store, with a grand opening planned for the third Saturday in July. He also shared plans to host monthly Cars & Coffee events and support the Hamilton Days car show.
The council reviewed a draft chicken and livestock ordinance. Proposed regulations would prohibit animals from running at large, establish minimum space requirements for coops and runs, create setback requirements from property lines and water sources, and establish sanitation and enforcement standards. The draft will be sent to the city attorney for further review before additional discussion.
The Library Board discussed creating a temporary part-time assistant position to cover the librarian’s absence and gain experience in additional duties beyond those performed by current substitutes. The proposed position would involve 10-15 flexible hours per week, with pay likely aligned with substitute rates, though the exact amount has not yet been finalized. The position is expected to continue at least through the summer, providing continuity and backup for key tasks. The Library Board has the funds to support the position. Information will be finalized at a future meeting.
Following discussion about water, sewer, and trash service requirements, council members voted to require all occupied residences within city limits to maintain city utility services. Businesses will continue to have the option of using city water services but will not be required to do so.
Street maintenance was also addressed. Superintendent Robert Ryan presented information regarding cold-patch road repair materials and recent testing results. The council approved the purchase of one pallet of rock asphalt material to assist with street repairs throughout the city.
Other reports were heard regarding the HVAC systems and other repairs for the city office building; enforcement procedures for grass and overgrowth violations; insurance coverage and asset inventory review and the Hamilton Fire Department proposed fire station expansion.
The council voted to donate $100 to Hamilton Days and $100 to the Lamont School Supply Drive.
City Clerk Daphne Rayburn reported plans to purchase street banners, flags, and flagpoles for Independence Day decorations.
The council held a 10-minute executive session for personnel regarding discussion of a job application for the Code Enforcement Officer position with Mayor David Harris and Councilmember Christopher Ray abstained from the Executive Session and voting. After returning to open meeting, the council approved to hire Devin Harris as Code Enforcement Office at $20 per hour up to 8 hours each Friday from March 1 to October 31.
The City Superintendent report included updates on water system monitoring and efforts to improve water-loss tracking. He reported that a hydrant on the south side of town is being flushed weekly to maintain proper chlorine levels and noted that he plans to take the sewer operator certification exam in June. The city has also begun using a new spray rig and chemical treatment system for weed control.
Additional discussion was held regarding ditch maintenance and culvert repairs; a suspected water leak near the Methodist Church and concerns regarding increased fox activity within the city limits.
The next Hamilton City Council meeting is scheduled for July 14 at 6 p.m.
