The Elk County Commission meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the April 13 meeting, which were approved at a recent meeting.
The Elk County Commission called their regular meeting to order on April 13 at 1 p.m. The minutes of the March 30 meeting were approved as presented.
During the Appraiser’s report, it was noted that Deputy Appraiser Chris Miller would be getting quotes for a new computer for the Appraiser’s office. The service warranty on the printer was also discussed. Commissioners approved a motion to extend the Neighborhood Revitalization Plan for Chad & Kera Gillispie until Oct. 1.
It was noted in the Emergency Management report that the Elk Falls siren failed the monthly siren test. Dave Jackson with Action Communications was able to reset it. Jackson found that the antenna was an issue as it stuck out of the south side of the metal building. It was loose and touching the metal causing a disruption to the signal. After speaking with Jackson, the City of Elk Falls chose to have the suggested repairs done to help strengthen the signal. The total cost was $334 with the cost being split with the City of Elk Falls paying one-third and Elk County paying two-thirds.
Don Sanders with Public Works informed the commission that he purchased a 2023 Bomag Roller from Berry Tractor for $31,900. Sanders also noted that he attended the Flood Plain Mapping meeting through the state and that the mapping will be effective in June 2028. Commissioners approved the Agreement for Engineering Services FAS & Off-System Bridge Inventory and Appraisal, through Kirkham, Michael and Associates, Inc., in the amount of $59,664.
County Clerk Kerry Harrod will prepare a proclamation for Purple Heart Day and present it at the next meeting. Commissioners approved to pay the KCCA dues for 2026 in the amount of $217.44.
Jacob Hurla with Community Building Solutions stated there are approximately 95 windows in the courthouse. Hurla informed the commission that there is a Kansas Historical Society Grant available to apply for. Hurla presented two options: option one being to restore the existing windows and option two being to install new windows. No action was taken.
In Community Development discussion, the consensus is to build the entrance driveway at 1285 Evergreen with the grant money that is left. An update was also heard from EMS, Register of Deeds and the Patteson Grant for the Grenola Rural Fire Barn.
Commissioners held a 5-minute executive session for non-elected personnel to discuss employee review with Sanders and County Counselor Paul Dean (via phone) present. After returning to open meeting, commissioners approved a merit increase for Gordon Everett from $16.59 per hour to $17.09 per hour.
Commissioners approved Abatement RE-26-033; Warrants in the amount of $122,972.28 and Payroll in the amount of $289,052.32. The following 2025 End-Of-Year Transfers were approved: to transfer $10,000 from the Windfarm Fund to the Health Fund and to transfer $20,000 from the Windfarm Fund to the Employee Benefits Fund.
