Elk County Commission

The Elk County Commission meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the March 9 meeting, which were approved at a recent meeting.

The Elk County Commissioners opened their weekly meeting on March 9 at 1 p.m. with the approval of the Feb. 23 minutes.

EMS Director Gillian Beaumont presented the February monthly report. She also presented commissioners with a service contract for EMS billing software and services from AIM. Commissioners approved the 2-year AIM contract with a one-time fee of $1,500 and a monthly 8% fee for collections.

Kandy Dowell with Health presented an AID to Local grant application. Commissioners approved the grant application for $16,360.40.

Don Sanders with Public Works informed the commission that the Osage Trail Bridge is complete and open. Commissioners approved the 2026 Noxious Weed Management Plan and the Noxious Weed Eradication Progress Report for 2025 as presented by Sanders.

Diane Cucar with Community Development presented bids for the driveway at 1285 Evergreen. Commissioners were also informed that the property has been flagged by the state for having an endangered American Burying Beetle on it. Development on the property has been put on hold until further notice. Discussion was also held regarding the construction of the Grenola fire barn grant process, size of the building and bids.

Department reports were also heard from Emergency Management, Register of Deeds and Rural Fire. County Clerk Kerry Harrod noted the Southeast Kansas District Meeting will be held on April 16 in Greenwood County.

An executive session for 5 minutes was held for non-elected personnel for employee review to include Sanders and County Counselor Paul Dean. After returning to open meeting, commissioners approved the following merit increases: Danny Williams from $19.43 to $20.18 per hour; Rebecca Maltbie from $17.37 to $18.12 per hour; Dave Nungesser from $20.36 to $21.36 per hour and Brandon Rogers from $20.31 to $21.31 per hour.

A 6-minute executive session was held for non-elected personnel for employee review to include County Health Nurse Dowell and Dean. Commissioners approved a merit increase for Traci Swanwick from $14.65 to $15.40 per hour after returning to open meeting.

Abatements, warrants in the amount of $383,504.40 and payroll in the amount of $297,697.75 were approved.

The meeting was adjourned at 2:01 p.m. The next meeting of the Elk County Commission will be held on April 13 at 1 p.m.
