Wichita Man Charged With Illegal Commercial Gambling

TOPEKA - Kansas Attorney General Kris Kobach announced last week charges against Quoc “Kevin” Phu Lam, 47, of Wichita, for multiple counts related to illegal commercial gambling activities at the Kansas Star Casino in Mulvane.

While employed at the Kansas Star Casino in Sumner County, Lam allegedly acted as a proxy/ agent—commonly referred to as a “bookie”— by placing bets on behalf of other individuals, in violation of Kansas law prohibiting proxy betting and commercial gambling. Investigators determined that Lam attempted to have fellow employees and others place bets through him as a proxy. He also solicited another employee to join his commercial gambling operation to assist in collecting money from these bets.

Lam faces the following charges in Sumner County District Court: · 2 counts of Commercial Gambling · 1 count of Unlawful Wagering-Proxy Betting · 1 count of Attempted Unlawful Wagering-Proxy Betting · 1 count of Solicitation to Commit Commercial Gambling Lam was arrested on the charges and posted a $25,000 surety bond. His next court date is scheduled for March 12.

Assistant Attorney General Lauren Watson, of Kobach’s office, is prosecuting the case. The case was investigated by agents from the Kansas Racing and Gaming Commission (KRGC). Lam is presumed innocent unless proven guilty in a court of law.
