Elk County Commission

The Elk County Commission meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the Dec. 8 meetings, which were approved at a recent meeting.

The board of Elk County Commissioners opened their meeting with a Budget Amendment Hearing at 1 p.m. Discussion was held regarding the County General, Ambulance, Health and Employee Benefits amendments. Commissioners approved the 2025 budget amendments as prepared by Jarrod, Gillmore and Phillips.

Commissioners adjourned the 2025 Budget Amendment Hearing at 1:37 p.m. and opened the regular meeting at 1:40 p.m.

Commissioners approved the minutes from the Nov. 24, 2025 meeting and to transfer $17,000 from the Appraiser’s budget to the Appraiser’s Equipment Reserve Fund.

Erica Cordell with Emergency Management informed the commission that the outdoor warning siren passed the Dec. 2, 2025 test. Cordell also noted she attended the KEMA meeting in Chanute on Dec. 4, 2025.

The inspection on the Noxious Weed Department was completed by the Department of Agriculture and showed no findings. Commissioners approved to transfer $72,000 from the Road Budget to the Road Equipment Reserve Fund and to transfer $27,000 from the Noxious Weed Budget to the Road Equipment Reserve Fund.

Todd Winscher with Rural Fire informed the commission that he would like to extend the building process of the Hemit. Commissioners approved to allow Rural Fire to spend up to $31,000 on the Hemit and to transfer $47,000 from the Rural Fire Budget to the Rural Fire Special Equipment Reserve Fund.

Commissioners approved the purchase of a 2026 Toyota Tundra for the Sheriff’s Department in the amount of $57,503. Commissioners also heard a report from Register of Deeds Office.

Warrants in the amount of $83,894.20 and Payroll in the amount of $270,768.92 were approved.

Commissioners held 2 Executive Sessions totaling 20 minutes for Non-Elected Personnel to discuss employee performance with County Counselor Paul Dean in attendance. No decisions were made after either session. A 7-minute Executive Session for legal matters was also held to include County Clerk Kerry Harrod, Public Works Supervisor Don Sanders and Dean. After returning to open meeting, no decisions were made.

Commissioners adjourned the meeting at 3:01 p.m.

Special Meeting

A special meeting was held on Dec. 10, 2025 at 11 a.m. to discuss an Equipment/Lease Purchase Agreement for a Sheriff’s Department vehicle and to hold two Executive Session.

Commissioners approved the lease purchase agreement with Bank of Commerce in the amount of $56,164.38 for a Toyota Tundra SR5 for the Sheriff’s Department.

Two Executive Sessions were held, totaling 20-minutes, to discuss Non-Elected Personnel to discuss employee performance with County Clerk Kerry Harrod present. After returning to open meeting, no action was taken.

The meeting was adjourned at 11:35 p.m. The next meeting of the Elk County Commission will be held on Jan. 26 at 1 p.m.
