The Madison City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the Dec. 1 meeting, which were approved at a recent meeting.
The Madison City Council held their regular meeting on Dec. 1 at 7 p.m. The agenda and the Nov. 18 meeting minutes were approved as presented.
A motion was made to approve the Accounts Payable. Councilman Evan Casey questioned the accounts that were payable to Greenwood County. City Clerk Alice Grimm informed the council the payables were for property taxes. After discussion was held, Mayor Paul Dean informed the council they could pay the Lincoln properties under protest. The motion was seconded to approve the Accounts Payable.
Discussion was held regarding the approval of Water Adjustments. Councilman Tony Fankhauser noted that some of the water adjustments were the same every month and questioned if those could be approved for a year. Mayor Dean noted the reason those adjustments are on the list regularly is to keep track of what they are. The council approved the Water Adjustments.
In Open Forum, Jason Russell approached the council and stated he purchased a couple lots on Flint Hills Drive that he was interested in building on however, there is an issue with sewer. Russell stated he had spoken with John Talkington about running city sewer to the lots. Mayor Dean noted he had no issue with running city sewer lines and would come up with a monthly sewer rate. Russell stated he would check with the state for any easements.
During the Clerk and Treasurer Report, discussion was held regarding a pre-violation letter. The council agreed to give an extension. A letter of violation was approved for 322 S. 2nd. Grimm presented the council with timesheets and log sheets as requested.
Discussion was had regarding using flowable fill to make repairs to the brick road in the future.
The council discussed an issue with the broken chain on the sand spreader that is not able to be fixed. The cost of a new chain is $3,000-$4,000. After discussion, the council approved to spend up to $6,900 on a new spreader.
In Old Business, the council discussed generators and flashing for the marquee.
The council held a 5-minute Executive Session for Non-Elected Personnel for Employee review with the council only. After returning to open meeting, no decisions were made.
The council held another Executive Session was held for 4-minutes for Non-Elected Personnel, Employee Review with the council and Dean present. After returning to open meeting, no decisions were made.
The meeting was adjourned at 7:55 p.m. The next meeting of the Madison City Council will be held on Jan. 19, 2026 at 7 p.m.
