The Greenwood County Commission met on Monday, Dec. 8 to hear reports, approve bids and discuss routine county business.
The Road and Bridge Department reported first. Supervisor Allen Greenwood presented a bid from Ramsey Concrete for a low-water bridge on 130th Street, near Reece. The project would cost $94,800. Another option for consideration was briefly mentioned; however, it wouldn’t be affordable. The commission approved the bid from Ramsey Concrete.
A separate project involved 7th Street and Q Road and would be a partnership with the City of Eureka. The work would include milling and a 1.5-inch overlay on all 7th Street and Q Road. The county is responsible for the north side of 7th Street and the east side of Q Road, with the city being responsible for the south and west sides. The project was described as turnkey and planned for the weekend of Memorial Day 2026, with MMI Asphalt doing the work. The commission approved the full bid of $103,937.50, with the county being responsible for half the cost.
The commission approved Road and Bridge to purchase a trailer up to $40,000.
The Noxious Weed Department received approval for a full-time position, approving Deborah Selfridge as a noxious weed technician at $19.50 per hour.
Maintenance Supervisor Greg Rawlings requested an employee pay rate change. He recommended a merit raise for Jeaneen Baumberger from $16.48 to $18 per hour. The commission approved the request. Rawling also updated the commissioners on restoration work following a recent water leak.
EMS Director Brian Mongeau presented an employment verification for a new part-time paramedic. The commission approved the hiring of Annabelle Thomas at $20.19 per hour, which is the entry- level rate. The pay will go into effect on the 15th.
The commission held a 15-minute legal executive session with County Counselor Dean, Greenwood and Kassie Lazar. A second 15-minute executive session for personnel was held with Paul Dean; no justification was provided. No decisions were made.
A department head meeting regarding pay scales was scheduled for Tuesday morning at 9 a.m., with courthouse departments.
During the discussion of appointments, Commissioner Judd Everitt made a motion to appoint JJ Smith to serve on the Greenwood County Hospital (GWCH) Board of Trustees. Chair Mac Obourn noted that they should ask for further interest for the position, as well as meet with Lonnie Nichols who also expressed interest. Everitt further noted that Smith had reached out prior to the vacancy and felt he was deserving. The commission approved the appointment of Smith to the GWCH Board of Trustees. Appointments are for four years, with trustees being able to be appointed up to three consecutive terms (12 years).
The commission approved the December 1 meeting minutes; special payables for December 8 totaling $17,139.92; regular payables for December 12 totaling $155,095.17; and regular payroll for December 12 totaling $189,140.97.
The meeting was adjourned at 10:18 a.m., followed by a work session with the commission, County Clerk DeannMc-Caffree, Counselor Dean, and Road and Bridge Supervisor Greenwood, to discuss the Eureka Township closing procedures.
The next regular meeting will be held on Monday, December 15, at 9 a.m.
