EMS Director Brian Mongeau provided clarification regarding the transfer incentive policy during the most recent meeting on Monday, Nov. 24.
Last week, commissioners brought up the topic, noting that a payment was prorated to an EMS employee who covered the area after a crew left for a transfer. This week, Director Mongeau stated that an actual policy wasn’t created due to having multiple moving pieces and was handled on a case-by-case basis. Mongeau noted that the incentive was intended to give $100 to the person(s) either covering the shift or taking the transfer.
In a recent pay period, it was noted that an employee arrived to the EMS station 30-45 minutes before their scheduled shift to cover for the transfer being out and was given $50. Mongeau went on to note that the majority of the time, staff cover the entire 3-5 hours of the transfer call.
During the discussion, commissioners noted that it didn’t matter if staff worked 5 minutes or 5 hours, it mattered if they were called. Moving forward, staff members called to cover transfers (either taking the transfer or covering the station) will receive $100 each. Staff members also receive their hourly rate while on a call. If the Greenwood County Hospital provides staff for transfers, the hospital is reimbursed for the nurse’s wages and the $100 incentive.
Other county/city employees who are approved for transfers receive the $100 incentive for driving the ambulance during transfers.
The commission reviewed health insurance details and approved Option 1, which included a 2.23% increase for health insurance for the county employees, with the same coverage being offered.
The Marshall PTA will be decorating the courthouse lawn on Dec. 3, for their annual Christmas on Main Street event.
Commissioners approved Resolution GWRV-25-41, noting the road closure in Otter Creek Township, which the commission approved during the Nov. 10 meeting.
During the Road and Bridge report, it was noted that federal employees are back to work and crews were planning to submit several H&H Study requests.
County Clerk Deann McCaffree presented an employee status change for Amanda Winn who recently passed her 90-days of employment. The commission approved a $2/hour pay raise to $17 for Winn, based on her 90day review.
Prior to adjournment, Register of Deeds Sheila Smith invited the commission to a Friendsgiving event, planned for Thursday of this week at the courthouse.
Maintenance Supervisor Greg Rawlings gave an update on the restoration process. He noted that KCAMP recently approved the local flooring bid, from Alan’s Carpet & Flooring. It was noted that the local bid was approximately $2,500 less than the other bid obtained. Rawlings also noted that Alan’s Carpet & Flooring has done other recent flooring projects for the county.
The Nov. 10 meeting minutes and the special payables, totaling $2,065.63, were approved as presented.
A brief discussion was held regarding the Eureka Township transfer as their next meeting is Nov. 19. The transfer will take place in January, with the township being required to provide all records (including funds, minutes, etc.) prior to the end of the year. A work session was suggested for the Eureka Township, Road and Bridge, Attorney and Commission to attend. Following adjournment, the commission held the Canvass of Election, where it was noted that 24 provisional ballots were reviewed.
Fourteen of the provisionals were able to be counted; where the remaining 10 weren’t due to voters not meeting requirements. It was shared that some weren’t allowed due to the voter not completing the registration form and/or not residing in the area of where they voted. The commissioners approved the abstract of the election report. Although the election is canvassed, results are still being reviewed to note if various write-ins are eligible for specific positions. Once the eligibility is addressed, the results will be posted to Greenwood County’s website under the election tab.
The next Greenwood County Commission meeting will be held on Monday, Nov. 24, at 9 a.m. The Greenwood County Courthouse will be closed next Thursday and Friday.
