The Elk County Commission meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the Oct. 27 meeting, which were approved at a recent meeting.
The regular meeting of the Elk County Commission was called to order a 1 p.m. on Oct. 27. Commissioners approved the Oct. 14 meeting minutes as presented.
During Public Forum, a question was posed in regards to the Elk County Sheriff’s Office dispatch and 911 system being terminated and would also like to see increased salaries for the sheriff’s office to help keep employees. After discussion, commissioners stated the was false information and Elk County would not be terminating dispatch or the 911 system and the county has strived to get wages up for county employees. Commissioners expressed appreciation for coming to the meeting and voicing their opinions, but encourage citizens to get the facts instead of believing coffee shop rumors. Also discussed was a citizen concern with low hanging branches getting trimmed along Road 29A from Highway 160 to Flint. Gillian Beaumont with EMS stated the department lost a part-time EMT and has hired a part-time EMT. Commissioners approved to hire Ainsley Lamb as a part-time EMT at $16.73 per hour.
Erica Cordell with Emergency Management reported that the Integrated Preparedness Planning Workshop (IPPW) will be held on Nov. 13 at the Cox Building. A short exercise and then the actual IPPW process will take place. Cordell also stated she has been in contact with Joe Lee regarding the PIO position. Other department reports were also heard from Appraiser, Public Works, Community Development and Sheriff.
Diane Cucar with Community Development stated that she met with the environmental specialists regarding the property at 1285 Evergreen in Moline. Cucar stated the specialists did not see anything that would be a hazard or anything else that would stop the county from going forward with the site certification.
Commissioners approved a letter of commitment for local matching funds for General Public Transportation in the amount of $126,896 from the mill levy. These funds will be available as needed during the 2026 fiscal year. Commissioners also approved the Coordinated Transit District #10 Letter of Support.
Discussion was held regarding the county installing a fuel tank instead of issuing fuel cards for the Sheriff’s Department. After discussion, commissioners approved to install a fuel tank, from Fleet Fuels at no cost, for the Sheriff’s Department. It was noted that deputies would still need a fuel card for out of county travel however; no decisions were made on the fuel cards.
Scott Day with Day Insurance Solutions presented the new 2026 rates for health, dental and vision insurance. It was noted that there will be no increase for Blue Cross & Blue Shield health insurance; a 2.3% increase for Delta Dental and no increase for Vision Care Direct. After discussion, commissioners approved the Day Insurance Solutions 2026 Health, Dental and Vision Insurance renewal.
Commissioners approved to transfer $13,000 from the Windfarm Fund to the Health Department budget for payroll. Commissioners also approved a motion to allow the County Counselor position to be eligible for county insurance, with 100% of the monthly cost to be reimbursed to the county.
Two Executive Sessions were held for a total of 12 minutes. The first session was held for 5 minutes for legal matters with County Counselor Paul Dean. The second session was held for 7 minutes for non-elected personnel for an employee review. No decisions were made for either session after returning to open meeting.
Warrants in the amount of $40,501.88 were approved.
The meeting was adjourned at 2:45 p.m. The next meeting will be held on Nov. 24 at 1 p.m.
