The Fall River City Council meets monthly on the second Wednesday of each month at 7 p.m. The following report was generated from the approved minutes of the Sept. 17 meeting, which were approved at a recent meeting.
The regular meeting of the Fall River City Council was held on Sept. 17 at 7 p.m. The council approved the Aug. 13 minutes as presented, the corrected Treasurer’s Report, and the bills list.
Public comments were heard regarding various code questions and concerns.
Public Enforcement Officer Cathy Ivey reported on a complaint regarding loose dogs. That issue was resolved however, it was noted that she has observed dogs being turned loose after dark and wanted to remind citizens that the same rules apply both during the day and at night.
Other department reports were heard from Streets, Water/Sewer and Happy Hour.
In old business, it was reported that due to insurance reasons, the winning bidder for tree trimming had opted out of the work.
The next highest bidder will be completing the tree trimming work.
In new business, it was approved to raise the water connect fee from $75 to $100 with reconnection happening the next business day by city staff.
County Attorney William McClendon will review the requirements needed to make the change.
Discussion was had regarding the limb pile that the city provides as a service. Recently there were some materials put into the pile that could have caused problems. After discussion, the council approved to investigate the cost of a sign that explains what is acceptable/ unacceptable.
Updates for City Hall and the Greenwood County Tax Sale were also given.
The council held a 10-minute Executive Session to discuss legal matters (It was not noted who would be included in the Executive Session), to begin at 7:43 p.m. After returning to open meeting at 7:51 p.m., no decisions were made.
The council approved to adjourn the meeting at 7:52 p.m., 5-0.
(Editor’s Note: While ending an Executive Session prior to the time specified is not a Kansas Open Meetings Act (KOMA) violation, governing bodies cannot return to open session or vote on motions if the time set for the Executive Session has not been surpassed as that is a violation of KOMA.
The next meeting of the Fall River City Council will be held on Nov. 12 at 7 p.m.
