The Howard City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the Aug. 18 meeting, which were approved during their most recent meeting.
Mayor Richard Clark called the Aug. 18 meeting to order of the Howard City Council at 7:30 p.m. with Council members Martin Hunter, Shilo Crupper, Gary Harrod, Jerrad Pope present. Also present was City Clerk Joanna Hunter.
Council member Derek Cookson was absent.
The council approved the Aug. 4 meeting minutes; payment of city bills of $19,742.90; as well as granting the Elk County Preservation Alliance request for permission to block the north end of the alley behind the Historic Bank Building at Wabash and Washington for two months. The alley is expected to reopen by Oct. 20.
Council discussed the safety and emergency concerns of the alley being blocked, and directed the clerk to notify utility providers, emergency response teams and property owners along the alley be as is possible.
The council adopted Ordinance 2025-695, which amends charges for mowing, which, in summary, updates the charges to include damage done to city equipment and postage charges. A copy of the ordinance is available to be viewed and inspected by the public during regular office hours and the codes are available at https:// www.cityofhoward.org.
The council set the price for city mowing overgrown properties to be $150 per hour with a minimum charge of $150 per mowing per property.
Following an executive session for personnel matters (no subject given), with the council and Clerk J. Hunter, the council accepted the resignation of Den Marshall and approved to advertise for the open Utility worker position.
The purchase of an updated Combustible Gas Indicator machine, estimated at $4,000, was approved.
Other discussion included: Water utility vehicle still being repaired; Gravel needed to address washouts and to restock the shop pile; Possible mowing help through end of season and early spring; Employee education costs; Municipal Judge; Curbing repairs needed; Pool cover is on and pool is ready to be winterized.
The meeting adjourned at 8:03 p.m.
The council also met on Wednesday, Sept. 3. Their next slated meeting is Monday, Sept. 15, at 7:30 p.m., at the Howard City Office, located at 110 N. Pine.
