Elk County Commission

The Elk County Commission (ECC) meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the July 28 meeting, which were approved at a recent meeting.

The ECC called their regular meeting to order on July 28 at 1 p.m. The minutes of the July 14 meeting were approved as presented.

It was noted during open meeting that all county vehicles have been sold.

Other items noted during department reports were: a part-time EMT has been hired; Emergency Management attended two meetings in July; A grant request to purchase two gas detections meters was awarded to Elk County Rural Fire through KPA; Community Development has completed the quarterly report finished for the property at 1285 Evergreen and bids will be received for the basement at 300 N. Plum; and Public Works has been repairing damage from the recent rains.

Commissioners approved to hold the 2026 Rural Fire Budget Hearing at 1 p.m. and the 2026 County Revenue Neutral Rate (RNR) and Budget Hearing at 1:05 p.m. on Sept. 8 in the commission room. County Clerk Kerry Herrod will publish the Notice of Budget Hearing and the Notice of Hearing to Exceed Revenue Neutral Rate and Budget Hearing in the local paper.

Commissioners approved to sign the release of funds in the amount of $71,972 from Farmers Bank & Trust to Community Building Solutions for the courthouse project. Warrants in the amount of $118,501.48 were also approved.

A 5-minute Executive Session was held for nonelected personnel to discuss employee performance with commissioners, Kandy Dowell with Health and County Counselor Paul Dean. After returning to open session, commissioners approved to increase the hourly wage for Traci Swanwick from $13.50 per hour to $14.25 per hour for completing her 90-day performance review.

The meeting was adjourned at 1:26 p.m. The next meeting of the ECC will be held on Aug. 25 at 1 p.m.
