The Howard City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the July 21 meeting, which were approved during their most recent meeting on Aug. 4.
Council President Gary Harrod called the July 21 meeting of the Howard City Council to order at 7:30 p.m. with council members Shilo Crupper and Derek Cookson present. Three voting members present constitutes a quorum so the meeting proceeded. Also present were City Clerk Joanna Hunter. Mayor Richard Clark and council members Jerrad Pope and Martin Hunter had all notified the clerk that they would be absent.
The July 7 meeting minutes and bills of $38,601.56 were approved as presented.
Bids for CD interest rates were opened and announced by Council President Harrod. The council approved to open the CD at Bank of Commerce for 12 months. The council voted 2-0, with Crupper abstaining.
The council approved to publish the notice of intent to exceed the revenue neutral rate and budget hearing as presented, with the date of the hearing set for Sept. 3. The council also approved the monthly payment of EMC Software with ACH.
Fall City-Wide Cleanup is set for Sept. 20. City Clerk J. Hunter will confirm the availability of dumpsters and notify the city residents in the normal manner.
Agenda items of the city attorney position and trail cams were both tabled to a future meeting when it can be discussed with the entire council.
Other items discussed were recent street improvements with the unavoidable cold joints on Walnut noted to watch in the future; Groundwater coming up through the floor in the city building with council members Cookson and Harrod agreeing to find a fix; League of Kansas Municipalities dues will be reduced for 2026 year; PWWSD#23 will do the annual chlorine burnout beginning Aug. 1. This is a regular annual maintenance process and it is expected that most residents will not notice a difference, however some may notice a temporary increased chlorine smell or taste, or slight discoloration in the water. The water will be safe to drink and will be monitored daily by both PWWSD#23 and City of Howard; Water utility truck is not starting and will be checked this week; Library’s adopted budget was reviewed.
