The Howard City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the June meeting, which were approved during their most recent meeting on June 16.
Mayor Richard Clark called the June 2 meeting of the Howard City Council to order with Council members Martin Hunter, Shilo Crupper, Gary Harrod, Jerrad Pope and Derek Cookson present. Also present were Debbie Roebuck and Susan Galvan representing Howard Housing Authority, Shirley Black, and City Clerk Joanna Hunter. Roebuck requested that the council consider extending the management agreement for the Duplex apartments to a period of five years. This would allow them to move forward, expending funds for planned updates and remodeling. The council approved extending the agreement to end June 30, 2030.
Black requested the city council support efforts to get the recycling trailer back for the City of Howard. Council agreed to have the City Clerk send a letter to Don Sanders, Public Works Director for Elk County, requesting the service be reinstated for Howard.
The council approved the May 19 minutes, paying the city bills of $71,057.31, paying $442 KRWA dues through June 1, 2026, to purchase four tires for the ’92 Ford mowing truck, four tires for the black mowing trailer from Carey Auto & Tire totaling $1,113.32 and approved payment #9 of 20 for the Utility Loan to the State Treasurer of $27,315.09. (The loan is for gas price spike in February 2021. This leaves a balance
of $282,120.17 and should payout in January 2031) Other discussion included: The west fence at Construction Demolition dump has been rebuilt and other areas repaired; We successfully passed the unannounced inspection of the tree dump burn site; JCB backhoe is not starting well and will need repair; If recycling trailer is reinstated, we will consider placing a camera to monitor it to deter trash dumping and abuse of the service; City Clerk will continue to research options through Greenbush for a new play structure at Jackson Park; KRWA will schedule our wastewater lagoons for sludge judge test in late June or early July; PWWSD#23 Consumer Confidence Report and City of Howard Consumer Confidence Report were both reviewed; Patriot Ball Club $250 donation was sent in May; An upcoming meeting regarding water, sidewalk, and street grants that the Clerk will attend; Fireworks display donations are still needed to reach the goal of $4,500.
The meeting adjourned at 7:50 p.m. The council also met on June 16.
