Howard City Council

The Howard City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the April 21 meeting, which were approved during their most recent meeting on May 5.

Mayor Richard Clark called the April 21 meeting to order with Council members Martin Hunter, Derek Cookson, Jerrad Pope and Gary Harrod were present. Also present was City Clerk Joanna Hunter. Council member Shilo Crupper was absent.

The council approved the April 7 meeting minutes and payment of city bills, totaling $162,867.54, as presented. The city bills included previously approved $46,581 insurance and $104,067.79 bond payments.

The council also approved to hold a city-wide cleanup on Saturday, June 7.

A city employee will be doing minor plumbing work at the City Library, with the library paying for parts and city paying labor.

Den Marshall was appointed to the Howard City Library Board, term ending April 2028.

Other discussion: Council discussed adding an additional cleanup date this year and will see if the June 7 is well utilized before setting an additional date, along with the regular one tentatively set for October; Auction containing city vehicle ends May 7; Citations to be issued as needed by Code Compliance officer; Play structure at Jackson park; Gas meter damage; Fencing at the C&D is being repaired and replaced and the sewer lagoons will be next; Guttering at the Cox building is installed and gutter drainage will be directed to the street; Tree to be removed from city property to prevent foundation damage; Generator at Cox building is working manually, the automatic switch is to be programmed in the next weeks. G. Harrod is checking on a new mix for the cold patch. Clay Hunter is now certified Wastewater Operator Class 1. The City currently has 3 certified wastewater operators, 2 certified water operators, 3 qualified gas operators, and will continue to crosstrain employees to meet requirements; Special appreciation to Danny Signer and Brian Warren for helping with the fish feeder at the lake. It will need new anchors and/or to be relocated when KDHE Biologist is available for consultation later this week.

The meeting adjourned at 7:47 p.m.

The council also met on May 5, with their next scheduled meeting being Monday, May 26, at 7:30 p.m.
