The Madison City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the April 21 meeting, which were approved during their most recent meeting on May 5.
Mayor Paul Dean called the regular meeting of the Madison City Council to order on April 21 at 7 p.m.
Councilman Daryl May led the Pledge of Allegiance.
The council approved the Agenda, the April 11 meeting minutes and accounts payable.
During open forum, Christine Inman approached the board with suggestions for the Library Board of Trustees. The council approved the appointments of Leslie Sommerhouse, Jennifer Fankhauser and Amy May. Discussion was also held on the demolition of 210 S. 5th. No decisions were made.
During the Clerk’s report, City Clerk Alice Grimm pre-sented the ACH origination agreement for automatic withdraws for water bills. Grimm noted that it must be increased from $10,000 to $15,000 due to the water increasing. The board approved the ACH agreement.
Grimm informed the council that the Common Consumption resolution for Madison Days was incorrect and should be Resolution 2411.
Property discussion were held on two properties. Grimm stated she attempted to send a certified letter to 410 McCurry, however, the letter was not accepted. Mayor Dean suggested giving the letter to Law Enforcement for service and, if needed, tack it to his door. After being presented before and after photos at 405 Mc-Curry, the board decided to abate the property.
Other items discussed were: Project number 37KA-6908-01 funding was increased by the Kansas Department of Transportation (KDOT) to $93,586.76 for design and construction engineering; Tipping fees; a building permit was approved for 229 W. Lincoln to build a deck; Camp Logs and cleaning up of the property at 328 N. 4th by April 28.
Doors at the lake bathrooms need to be fixed. Councilman Evan Casey discussed getting metal doors with metal frames. Doors at the ball field storage and bathrooms was also discussed.
The council discussed the detour and making all of 3rd Street no parking because of traffic. A question was posed about putting up No Trucks and Local Traffic Only signs at the top and bottom of Standpipe. No decisions were made. Mayor Dean asked Clerk Grimm to contact KDOT and discuss the issue of McCurry being open coming up to Southwest Blvd. At the current time, there is no traffic control for vehicles turning off of Highway 99.
The sewer line running down the center of McKinley Street was discussed. If repairs are made, a new sewer line need to be placed. JHE Masonry will get a bid for the concrete work. Mayor Dean also discussed making the top of McKinley Street wider.
Discussion was held in regards to the opening of the pool and lifeguard training. No decisions were made.
Other items discussed were the sewer line on Grant Street; the truck with the fuel leak has been fixed and is back; fire hydrants; the contract for the house next to the ball field on the hill and the storm siren is ready to get picked up.
The council approved a motion to lower the sewer rates back to what they were and to leave the water rate at the new adjusted rated by the next billing cycle. The council also approved a $50 contribution to the memorial of choice and a plant in the amount of $75 for the Harrison’s.
Two executive sessions totaling 10 minutes were held. The first was for legal for 5 minutes and the second was for Personnel for 5 minutes. No decisions were made after returning to open session.
