Madison City Council

The Madison City Council meets bimonthly on the first and third Mondays of the month. The following report was generated from the official minutes of the April 11 meeting, which were approved during their most recent meeting on April 21.

The regular meeting of the Madison City Council was held on April 11 at 6 p.m. The council approved the agenda, the March 17 minutes, Accounts Payable and Water Adjustments.

Councilman Daryl May led the Pledge of Allegiance.

During Open Forum, discussion was had on the water rate increase. It was decided that the water rate increase should only apply to the water rates and not the sewer rates. More information will be gathered and presented at a future meeting.

During the Clerk and Treasurer Reports, the following items were approved: Trust Point FRA insurance, common consumption for Madison Days in June, a courtesy letter to be sent to 101 W. Lincoln in regards to a trailer with junk in the front, pre-violation letters for 308 N. 4th and 319 S.W. Blvd and a building permit for 902 S. 4th.

Clerk Alice Grimm presented the council with timesheets. She also discussed the payment of $110 to the Greenwood County Register of Deeds for the ROW that is needed for the Kansas Department of Transportation (KDOT) projects.

Grimm presented the council with an offer for the property at 719 W. Lincoln. After discussion, it was approved to purchase the property for $18,052.57.

Discussion was held regarding additions to the camp host agreement. The council agreed to leave the agreement as-is and the camp host will leave at the end of September.

Sealed demolition bids for 210 S. 5th were opened. After discussion, it was approved to accept the bid from Knobloch Excavating in the amount of $5,700. The bid includes $2,500 for demolition of the house and foundation and grading the lot and $3,200 to the Greenwood County Landfill for landfill fees.

The council approved for Lily Tally to sell Root Beer Floats at the City Park for one hour every Saturday.

The council also discussed sewer work being done at 714 S. 4th. Smith Plumbing and Electric questioned about charges for cutting into the street and connecting to the main. It was decided that the cost would be whatever it is to return to the original condition.

During Governing Body reports, Councilman Tony Fankhauser asked about having more fire pits constructed at the lake. Previously, Hubbie was used to build fire pits. Other options were discussed, with no decisions being made.

After looking at pre-violation photos, the council approved to abate the violations at 118 W. McKinley and 120 Grant Street.

Utility accounts for deceased customers was reviewed. Other discussion included 4x8 floats for the lake, culverts, fixing outlets at the lake, clean up at the water plant, fire hydrants, generators, clean up at the Christian Church and the marquee sign.

The council heard about a sewer line being blocked. After discussion, it was approved to pay the plumbing fee.

After lengthy discussion, no decisions were made in regards to the KDOT project on Standpipe.

An executive session was held for personnel for 10 minutes. After returning to open meeting, no decisions were made.

The next regular meeting of the Madison City Council will be held on May 5 at 6 p.m.
