The Madison City Council meets twice monthly on the first and third Monday of each month at 7 p.m. The following report was generated from the approved minutes of the Dec. 16 meeting minutes, which were approved at a recent meeting.
Mayor Paul Dean called the regular meeting of the Madison City Council to order at 7:06 p.m. on Dec. 16, 2024.
The agenda was approved with the addition of discussing a contribution to the Earl Murphy Memorial.
The Dec. 3, 2024 minutes and accounts payable were approved as presented.
During open forum, Madison City Fire Chief Nathan Knobloch discussed the purchase of a firetruck for $45,000. The council discussed financing the truck through the Fire Department at $10,000 per year for 4.5 years with the first payment being due after the first of the year. N. Knobloch also discussed a leak at the fire station with the line that feeds the bathrooms. This issue will be checked out.
Clerk Alice Grimm presented a water bill adjustment that was approved by the council. Resolutions for weeds and brush for 410 W. McCurry and 113 N. 4th Street were discussed and approved. Also approved were notices to appear for 111 W. Garfield (demo/repair), 204 S. 5th Street (demo/repair) and 222 W. Main Street (broken windows). The council approved the bid for demolition of 103 W. Garfield from Leiser Excavating in the amount of $1,970, to be completed within 90 days and within city code. The council also received a closed bid from Matthew Knobloch in the amount of $7,000.
The council approved $220 for the yearly IIMC renewal for Grimm. A pre-violation letter was approved by the council to be sent out informing a citizen that there is a possible violation. Discussion was held regarding receipts and disbursements from Colangelo & Taber. Grimm will ask for a cash balance.
In New Business, Grimm presented the council with a letter from KDOT stating the project will start on June 18. Dean stated that, since the council does not have a construction consultant engineer on staff, Schwab Eaton would cover that position at no cost to the city.
Dean talked to the council about the account at Lyon County Bank. He stated since he was the only one still on the accounts and signature cards, and since the accounts have been sitting idle for over a year, he closed the accounts and will deposit the checks totaling $10,971.25 into Citizens State Bank.
Other discussion held included: Fire hydrants needing replaced; Reading thank you cards from the elementary staff for the gift from PAWS and a holiday card from Lieutenant Governor Toland; and Insurance costs for the Library and the Sauder Center The council approved for Dean to talk to the County Commission about adding the Barnard Addition to the benefit district for the water service that is already there. Fankhauser gave an update on the water plant. Pouring of the concrete pad has started. Fankhauser also discussed waiting on bids for the gun club, campground and pool; a culvert that is collapsing at the lake that needs replaced; rebuilding the dock on the south end of the lake after the first of the year; the marquee sign and bricks; getting a live tree to decorate for Christmas yearly; McKinley street has been fixed; Grant Street and Boone Street repairs; and renting a boom lift to start trimming trees. The council approved the bid from Jack’s Pool in the amount of $33,800 for pool repairs. The bid included high power pressure washing, grinding the pool floor and fixing where the shallow end meets the walk in. Other bids received were from Joe Tucker and Painting in the amount of $45,000 and Mid-America Pool Renovation, Inc. in the amount of $120,000.
After discussion, the council approved payment to Spellman’s in the amount of $579.
The council received a resignation letter from Bekah Leach. The council approved spending $100 on flower arrangements and donating $100 towards a memorial contribution in Earl Murphy’s name.
The Madison City Council was scheduled to meet for a routine meeting on Monday of this week.
